Gov't approves video surveillance to prevent bullying in schools

Video cameras can be installed in schools, with the consent of schools and parents, according to an emergency ordinance approved on Friday by the government amending and supplementing Law on pre-university education 198/2023 and Higher Education Law 199/2023, an ordinance that introduces several amendments in order to ensure a safe and sound educational environment.

Actions that schools can take to prevent behaviours that violate or favour the violation of morality/conduct rules in any form of manifestation - verbal, physical, psychological violence, bullying - are considered, according to the government.

The decision to install cameras can be taken by each school with the consent of parents, adult students and school employees. In exceptional cases, when there is an increased risk of violence in school and a significant number of complaints are registered, the installation of the audio-video surveillance system can be done only with the information of the persons concerned.

In both instances, the decision to install and/or put into operation surveillance systems in schools is taken by the board of directors of the pre-university schools, with the approval of the principal and the consultation of the staff, for a maximum period of one calendar year.

Audio-video surveillance systems can be installed in classrooms, outside buildings, in hallways, in dining and festivity halls, in the hallways of dormitories or boarding schools, as well as in sports halls, except for locker rooms and toilets.
