Gov't passes critical entities resilience bill

The government on Friday passed a critical entities resilience bill under which the National Centre for the Coordination of Critical Infrastructure Protection (CNCPIC) within the Ministry of Home Affairs is made the only point of contact in relation to the European Commission and the other member states.

Critical entities are defined as public or private entities that provide one or more essential services, play an indispensable role in upholding key societal functions or vital economic activities on the internal market, in an increasingly interdependent European Union economy.

The bill establishes a legal framework for identifying critical entities, supporting them in order to strengthen resilience, as well as improving cross-border co-operation to ensure the provision of essential services on the internal market of the European Union.

The designation of critical entities will be made by decision of the prime minister covering energy (electricity, district heating and cooling systems, oil, gas, hydrogen); transport (air, rail, water, road, public), the banking sector, financial market infrastructures, healthcare sector, drinking water, wastewater, digital infrastructure, public administration, production, processing and distribution of food.

The bill will be sent to Parliament with a request to be debated on and approved in an emergency procedure.
