More than 119,500 residential units were sold nationwide in the first nine months of this year, a level similar to that recorded in the same period last year (-0.3%), with approximately 41,500 residential units sold in Bucharest and Ilfov, down 3.4%, according to an analysis carried out by a real estate consultancy company, based on statistics from the National Agency for Cadastre and Real Estate Advertising (ANCPI).
According to a press release from SVN Romania, in Bucharest there was an annual decrease of 4.4% in the number of residential units transacted, while in Ilfov County there was an annual increase of 2.2% in residential sales recorded in the first nine months of 2025.
The sales result in the Bucharest-Ilfov region was recorded in a context in which the number of new homes decreased by about 3% in the first six months of this year compared to the first half of 2024, when the lowest number of finished homes in Bucharest and the surrounding area in the last five years was recorded.
Also, the sales peak recorded in July, determined by the announced elimination of VAT facilities for the purchase of new homes, positively influenced the total result of homes traded in 2025, but it must be taken into account that August also brought an increase in sales compared to August 2024, the same source emphasises.
"The residential market in Romania has once again proven its resilience and its solid fundamentals, the results recorded after the first nine months being very good taking into account all the negative elements that influenced sales and a multitude of pessimistic estimates. The middle-market and premium segments, which hold the majority share in the supply of new homes, were not affected during this period, while the VAT increase will influence the medium-term results recorded in the mass market segment - however, accessibility remained at a good level and buyers can turn to already finished homes", commented Andrei Sarbu, CEO of SVN Romania, quoted in the press release.
The mentioned source also reports that Constanta County has consolidated its position as the largest regional residential market by the number of homes sold (except for the Bucharest - Ilfov region), which was 17.4% higher in the first nine months of 2025 compared to the same period in 2024. Next ranked are Cluj, where residential sales increased by 6.6%, Timis, where a decrease of 14.2% was recorded, and Brasov counties, where a decrease of 8.5% was also recorded.
