Approximately 74,500 residential units were sold nationwide in the first six months of this year, having dropped 3.4% compared to sales recorded in the first half of 2024, according to an analysis carried out by the real estate consultancy company SVN Romania, based on statistics from the National Agency for Cadastre and Land Registration (ANCPI).
In Bucharest and Ilfov, nearly 25,700 residential units were sold, down by 7.9% compared to the result recorded in the first half of last year, the source mentions.
According to the analysis, the regional decline was driven by a drop of around 10% in Bucharest in the first half of 2025, while residential sales in Ilfov increased by 5% in the first semester of this year compared to the same period in 2024.
Additionally, the differing annual variations between the two areas can also be explained by the decline in the stock of new housing available for sale in Bucharest, alongside the delivery of an increasing number of homes in the localities surrounding the Capital.
"2024 saw the lowest number of homes completed in Bucharest and its surroundings in the last five years, and for 2025 we estimate a similarly low volume of deliveries, which is already showing negative effects on housing sales in the region. The drop in deliveries represents the biggest problem for the residential market in Bucharest nationally, in Cluj-Napoca for example, a regional market where average prices are higher compared to those in Bucharest, more homes were sold in the first half of 2025 than in the same period in 2024. And, unfortunately, the delivery situation in Bucharest is unlikely to improve in the short term," SVN Romania CEO Andrei Sarbu said.
According to the quoted source, Constanta has become the largest regional residential market in terms of the number of homes sold, excluding the Bucharest - Ilfov region, recording a 23.6% increase in the first semester of 2025 compared to the same period in 2024.
The next position is held by Timis, where residential unit sales in 2025 declined at an annual rate of 4.5%.
Cluj ranks next, with 12.7% more residential units sold in the first half of this year compared to the same period in 2024, while Brasov recorded a sales decrease of 9%, the study further shows.
SVN Romania, a real estate consultancy company operating in Romania, has transacted over 11,000 homes in six years of activity, with a cumulative value of over one billion euros.
