The number of energy prosumers reached 267,000 in September, up 10,000 compared to August, with installed capacity totaling 3,128 megawatts, the vice president of the National Energy Regulatory Authority (ANRE), Gabriel Andronache told a Monday's specialized event.

"There are a lot of prosumers and they also have enormous power. They have achieved some special things in recent years. They are not appreciated, but I appreciate them for what they do and I will tell you why I appreciate them at the moment. As of the end of August, we had 257,000 prosumers who had an installed capacity of 3,021 megawatts. It is a gratifying thing and for that we must congratulate them because only now is it beginning to be seen what the role of the prosumer actually is. (...) I can give you the data for the first time for September, the prosumers increased by 10,000, reaching 267,000 prosumers and an installed capacity of 3,128 megawatts", Andronache said.

According to him, in July 6,000 prosumers installed storage capacities, and in August 10,000 prosumers.

"In July, 6,000 prosumers installed storage capacities and in August 10,000 prosumers, reaching 31,595 prosumers who have storage capacities. I hope they keep up the pace, their goal is to produce energy for their own consumption, so that the energy they produce is not at a low price, to be introduced into the system at a production peak, to be consumed at a consumption peak and to take that spike that is strong and leads to high prices and at that moment things will be much better for the entire energy system", he told the conference "The Challenges of Winter 2025 - 2026 for the National Energy System", organized by Focus Energetic.

Recently, representatives of the Association of Prosumers and Energy Communities of Romania (APCE) drew attention to the fact that the current mechanism for compensating energy produced by prosumers has no equivalent in any European country and clearly favors energy suppliers, to the detriment of small producers and end consumers.

In a statement published on November 7, APCE states that prosumer energy represents a "free credit line for suppliers".

"According to ANRE Order no. 15/2022, the excess electricity produced by prosumers is taken over by suppliers, to be paid - eventually - a maximum of two years from the date of invoicing. In reality, the APCE has found numerous situations in which suppliers have not issued invoices for months or even years, which has led to absurd situations: the energy produced in 2023 could only be paid for in 2027. In this way, prosumers have offered a free credit line to suppliers, with the tacit connivance of the regulatory authority," the press release reads.

Based on this structure, the energy taken over from prosumers was paid at an average price of 0.518 lei/kWh, and after including supplier margins, taxes, Transelectrica contributions and VAT, the final price for the household consumer reached 2.5 lei/kWh in the period 2023-2024. Thus, APCE estimates that 428 million euros were collected for this period from public money or funds from energy producers.

In other words, almost half a billion euros of public funds were transferred directly to suppliers only for renewable energy produced by prosumers.

For the first half of 2025, the additional amounts received by suppliers from the state through the capping mechanism could exceed 150 million euros, the Association also specifies.
