President Klaus Iohannis said on Tuesday that the emergency ordinance announced by the Minister of Justice, by which those convicted may file appeals for annulment, is "grossly unconstitutional."
"If [Justice Minister Tudorel Toader] wants to do what he has somewhat publicly communicated, the issue is grossly unconstitutional," Iohannis said.
He explained that a law acts for the future and cannot be applied retroactively.
"There are some principles anchored in the Constitution, one of which is that a law only acts for the future, the law cannot function retroactively," the head of state said, stating that otherwise "any sign of stability, predictability" would disappear.
