Launch of 2025 competition for Romania - France bilateral mobility projects

The National Research Authority (ANC), which stands under the authority of the Education and Research Ministry, announced on Monday the launch of the 2025 competition for Romania - France bilateral mobility projects carried out under the 'Brancusi - Hubert Curien' Integrated Action Program.

The event is part of Program 5.8 - European and international cooperation, Subprogram 5.8.3 - Bilateral/Multilateral activities of the National Research, Development and Innovation Plan 2022 - 2027, and is representative for the cooperation between the Romanian and French governments for strengthening bilateral scientific cooperation.

The 'Brancusi - Hubert Curien' program is based on the Cultural Agreement between the two countries signed in 1965, and on the specific agreement of 2002 on integrated actions. An average of 17 projects per call, with a duration of up to 24 months, received funding in the ten previous sessions, contributing to scientific and technological exchanges of excellence and to the training of new generations of researchers.

The 2025 competition aims to finance the mobility of research teams from Romania and France in all priority scientific fields set forth in the Strategic Research Agenda. The major goals include the development of innovative scientific cooperation, encouraging young doctoral and postdoctoral researchers, and facilitating access to medium and high-level research infrastructures. Projects may include short-term visits (of up to 15 days) and long-term visits (up to 30 days), according to the provisions of the national legislation and bilateral agreements.

The total budget allocated to the Romanian side for this competition is RON 470,000 distributed over two years - RON 235,000 for 2026 and RON 235,000 for 2027 - to which adds the contribution of the French side, in amount of EUR 92,732. It is estimated that a maximum of 12 projects including long-term visits will be financed. The selection will be based on the national evaluation and the decisions of the Romania - France Joint Commission. The financing will be granted on a basis of reciprocity, with each side covering the mobility costs of its own researchers.

The projects' implementation period is April 2026 - December 2027. According to the competition calendar, submissions of project proposals are open between September 15 and October 26, 2025, and will be followed by the eligibility check (October 27 - November 10), the scientific assessment (November 12, 2025 - January 9, 2026), bilateral negotiations (February - March 2026) and the announcement of the final results in March 2026. The contracting of the selected projects is also scheduled for March 2026.
