Launch of first TIR transport operation from Romania to Jordan via Iraq

The National Union of Romanian Hauliers (UNTRR) in partnership with the company Simon Truck SRL launched the first trip carried out under the cover of the TIR Convention from Romania to Jordan via Iraq, marking the reopening of historical road transport routes between Europe and the Middle East.

The truck operated by the aforementioned company left Romania on April 15, 2025 through the Giurgiu - Ruse border crossing, and following the route: Kapitan Andreevo - Kapikule - Habur - Zakho - Trebil - Al Karama - Amman. The transport is carried out under the cover of the TIR system, issued by UNTRR - the only guarantor association of the TIR system in Romania - and will be permanently monitored via GPS, using secure corridors in Iraq.

"Romania has bilateral agreements on international road transport in force with Iraq (since 1981) and Turkey (since 1978), which provide the legal framework for carrying out these operations even today," UNTRR states.

According to the cited source, the TIR system is the only globally recognized customs transit regime, managed by the IRU under the UN mandate, allowing for the international transport of goods under a single guarantee - up to 100,000 euros for customs duties - and benefits from simplified procedures, being recognized by 78 contracting parties worldwide.

The transport benefits from the TIR-EPD application through which information about the goods is sent out in advance and simultaneously through an electronic TIR pre-declaration. This is transmitted to the customs offices of departure, destination and transit, enabling the customs authorities to carry out a risk analysis and thus allow the carrier to cross borders quickly.

The Middle Eastern countries have recently joined the TIR Convention and are using the TIR system with real success, benefiting from a significant reduction in waiting times at border crossings and a reduction in polluting emissions, registering impressive increases in the number of operations from one year to the next, from hundreds, then thousands, to tens of thousands at present. The TIR system facilitates trade and transport between the GCC countries with strong economies, and operationalizing the TIR system in Iraq increases connectivity between the Middle Eastern states and Europe at a key moment in the exploration of new trade partnerships, the release states.
