The North Atlantic Alliance and the European Union firmly condemn the hostile cyber activities carried out by entities subordinate to the Military Intelligence Service of the Russian Federation (GRU) and directed against several NATO and EU member states, the Romanian Ministry of Foreign Affairs announced on Friday.
"GRU subordinate actors have targeted public institutions, critical infrastructure operators and other entities on the territory of the Alliance and the European Union, including Romania. These hostile cyber activities, which have intensified against the backdrop of the Russian Federation's war of aggression against Ukraine, are part of much broader hybrid campaigns by the Russian Federation directed against EU and NATO member states, including Romania, as well as the partners of the two organizations. The aim is to undermine their stability and democratic resilience, as well as to discourage support for Ukraine," a statement from the Ministry of Foreign Affairs, transmitted to AGERPRES, states.
According to the cited source, Romania condemns these hostile cyber activities and shares the assessment of NATO and the EU that they demonstrate the Russian Federation's disregard for the normative framework regarding responsible state behavior in cyberspace, as defined at the UN level.
"We call on the Russian Federation to respect its international obligations. Romania stands in solidarity with other allies, EU members and partners affected by these hostile cyber activities and will continue to actively engage in intensifying efforts at allied, European and international levels to prevent, deter and respond to such destabilizing actions," the Romanian Foreign Ministry stated.
The cited source mentions that the GRU has a highly developed cyber program, having managed to demonstrate over time that it has the capabilities necessary to support the strategic objectives of the Russian Federation. In this regard, several military units of the GRU carry out malicious cyber campaigns at an international level and coordinate the activity of APT 28/Fancy Bear, APT44/Sandworm and APT Ember Bear. The cyber operations of these actors target government institutions, military organizations, critical infrastructure, media publications, NGOs from allied countries, EU member states and partner countries.
