The Minister of Development, Cseke Attila, in the presence of the Prime Minister and Deputy Prime Minister Tanczos Barna, had a meeting with representatives of local public authorities on Tuesday to discuss the administrative reform package proposed by the Ministry of Development, which offers solutions for the financial situation of local authorities and guarantees more decentralization for local communities.

In addition to the previously announced measures, new legislative amendments were also discussed, which are based on the principle of social equity, according to a press release from the MDLPA.

According to the proposals, a person who fails to pay traffic fines within a year could have their driving license suspended. Also, the removal of a vehicle from circulation would be conditional on the payment of all debts to the local administration.

Also, the system of proportionality of population with the number of positions that administrative-territorial units can have will be returned. Thus, according to current legislation, local administrations can increase the number of employees if the population of the locality increases, and the proposal under discussion would reduce the number of local public employees in administrative-territorial units where the number of inhabitants decreases.

The administrative reform package proposes to condition the purchase of a vehicle on the payment of local taxes and to recover a suspended driving license for non-compliance with traffic rules only after paying the fines. Construction permits will be issued only if the applicant has no debts to the local budget, and in the case of social assistance, the authorities will be able to withhold at source the amounts owed to the local authorities by the beneficiary.

The reform consolidates the principle of decentralization and simplifies the procedure by which state public powers and properties can be transferred to local administrations. The administrative reforms will be part of the second package of financial measures adopted by the Government, the MDLPA press release states.
