Ministry of Education launches project for debate on digitalization of research

The Ministry of Education and Research, through the National Research Authority, launched a draft law for the digitalization and efficiency of research, development and innovation (RDI) activities for public debate.

"Promoted at the initiative of the Ministry of Education and Research, through the National Research Authority - Romania, the draft normative act aims to complete the current legislative framework in the field of research, development and innovation (RDI), in order to fulfill Milestone 276 of the National Recovery and Resilience Plan - Entry into force of legislative amendments aimed at creating a favorable environment for public and private investments in #research, development and innovation", informs the ANC on Facebook.

The draft law proposes a series of essential measures to digitize and streamline the activities of institutions involved in financing and monitoring research projects, including the mandatory use of IT platforms by contracting authorities and the establishment of the Research, Development and Innovation Observatory - an instrument dedicated to substantiating public policies based on relevant data at the national level.

At the same time, the project regulates the establishment of #RoInovare, a specialized structure with responsibilities for promoting innovation in the private sector, facilitating public-private partnerships and attracting complementary investments to public ones in the field of research and innovation.

"These provisions aim to make financing mechanisms more efficient and transparent, reduce the administrative burden for all actors involved, increase the capacity to monitor and evaluate RDI programs, and strengthen public policies in the field. In particular, the project aims to stimulate the participation of large Romanian enterprises in strategic research partnerships and supports the preparation of the national ecosystem for the new directions of European innovation policies," states the cited source.
