The Ministry of Education and Research has started the evaluation of the research-development-innovation units in the national system, which will then lead to the reorganisation of the architecture and fundamental mechanisms of the national RDI system, minister Daniel David informs on Tuesday.
"I would like to inform all of you - the actors in the national RDI system and society - that I have requested the National Research Authority under the Ministry of Education and Research to start the evaluation process of all RDI units in the national system. Therefore, I have begun an evaluation that will then lead to the reorganization of the architecture and fundamental mechanisms of the national RDI system, a healthy architecture in which we will then be able to implement specific healthy mechanisms (some already proposed in the QX Report)", stated Daniel David, according to a press release, agerpres reports.
He said that the Ministry of Education and Research is implementing important aspects of the QX Report, such as those related to emphasising the distribution of funds through competition (in relation to direct allocations), encouraging academic concentrations, paying attention to the most efficient and transparent conduct of ongoing competitions (for example: by involving top international experts in transparent procedures), optimising the relationship between ethics and law (so that law supports ethics, not limits it), etc.
According to the minister, the research-development-innovation system suffers from fragmentation, insufficient human resources and, in some places, an insufficiently competitive mindset, and chronic and unpredictable underfunding, which affects its performance.
