The Ministry of Finance allocates 319.53 million RON from the Budgetary Reserve Fund at the disposal of the Government, provided for in the state budget for 2025, for the financing of social services at the level of administrative-territorial units throughout the country.
"Supporting Romanians, either by ensuring the continuity of essential social services or by guaranteeing utilities, remains a priority for the Ministry of Finance. The allocation of funds from the Reserve Fund allows for the uninterrupted operation of child protection services and centers for adults with disabilities, so that support reaches the most vulnerable. This emergency measure is added to other recently implemented instruments, through which local authorities benefit from resources for investments and district heating systems, including through flexible financing mechanisms from the Treasury. The main objective is the efficient use of public resources where the social impact is significant and urgent needs can be covered," said Finance Minister Alexandru Nazare, quoted in a press release.
The project was initiated by the Ministry of Development, Public Works and Administration, "in response to requests from county councils regarding the need to supplement funds for child protection, centers for disabled adults and homes for the elderly."
Thus, the allocated amounts will allow local authorities to ensure the continuity and quality of social services intended for the most vulnerable categories of the population, in the context of increasing personnel expenses and price developments.
At the same time, the normative act provides for the possibility that the local budget surplus and the availability from the operating section can be used with priority for financing social services. This measure ensures the stability and continuity of social services at the local level and supports the protection of vulnerable categories.
