The Ministry of Finance (MF) is launching this year's 11th edition of the Tezaur government securities programme on Monday, with interest rates ranging between 6.70% per year and 7.60% per year.
"During the period November 10 - December 5, 2025, Romanians can invest in TEZAUR government securities, with maturities of 1, 3 and 5 years and annual interest rates of 6.70%, 7.15%, and 7.60%, respectively. The income obtained is non-taxable. The government securities have a nominal value of 1 leu and are issued in dematerialised form," a press release from the MF states.
Government bonds can be purchased between November 10 and December 3, through the Ghiseul.ro platform, between November 10 and December 4, online, only by individuals who are registered in the SPV for bonds launched through the State Treasury units, between November 10 and December 5, 2025 at the headquarters of the State Treasury units and between November 10 and December 4, 2025 in urban areas and November 10 and December 3, 2025 in rural areas, through the postal subunits of C.N. Posta Romana S.A.
Income obtained from investing in government bonds launched by the Ministry of Finance is non-taxable. The interest is annual and is paid on the payment dates provided for in the issue prospectus. Also, government securities issued under the Treasury Programme are transferable and can be redeemed in advance. In addition, an investor is free to make one or more subscriptions within an issue. Investors have the possibility of canceling subscriptions already made only during the subscription period, by submitting an application.
Eligible individuals are individuals who have reached the age of 18 on the date of subscription. The funds obtained by the Ministry of Finance as an issuer, as a result of the issuance of government securities, will be used to finance the budget deficit and refinance public debt.
Starting with March this year, the Ministry of Finance launched the first edition in which Romanian citizens who have an account on the Ghiseul.ro platform and hold a debit card had the opportunity to purchase government securities online.
