National Employment Agency to implement Romania's first FNLC primarily results-based project

In a national first, the National Employment Agency (ANOFM) will implement the project 'SMART PES - Modern, accessible and future-ready services', on a European financing of 183 million euros, ANOFM informed in a release on Thursday.

This is the first project of a Romanian public institution that receives financing based on the Financing Not Linked to Costs (FNLC) principle according to which funding is provided based on achieving pre-defined results or meeting specific conditions, rather than being directly tied to the actual expenses incurred.

The project runs over a period of 60 months and aims to deeply modernize the Public Employment Service (PES), so that the services offered to people looking for a job and to employers become more efficient, more accessible and adapted to the realities of the labor market.

The project is being carried out as ANOFM aims to substantially improve the quality of the services offered, through digitalization, professionalization of its staff, reforming the mechanisms of interaction with the public and expanding interventions in areas more difficult to reach for institutional support.

Some of the goals pursued are: developing the skills of 1,840 PES staff through professional training programs; improving the branding infrastructure and promoting PES services; developing a set of digitally adapted tools, methodologies, procedures; identifying and supporting over 275,000 people looking for a job; identifying and supporting 21,750 additional employers, up to a total of 87,000 by 2029, who will use or benefit from modernized PES services.

Also envisaged is the creation of 42 support centers which aim training people who have difficulties in getting employment, including those with special social problems, through "outplacement activities".

"Under SMART PES, the focus is on measurable results, service quality and proximity to people. In this regard, we are analyzing in depth the training needs of PES staff, correlating the requirements of each position with the real level of competence and performance, using modern and multiple evaluation methods," said ANOFM president Florin Cotosman as cited in the release.

The project is in line with European goals regarding digital transformation and inclusion on the labor market and complements national programs financed from the NRRP and structural funds.
