National Gambling Office: Gambling digital register to combat black market

The National Gambling Office (ONJN) will put into operation a Public Register of Gaming Devices by 15 October, which will include an interactive map of operational locations, in an effort to combat the black market.

According to the ONJN leadership, each county in Romania will be able to access relevant data about gambling operations through a digital register, from the address where the machines are located to their authorisation period, according to Agerpres.

"Unfortunately, within ONJN, until I took office (on 25 April 2025), data regarding gaming devices was managed by each operator individually and was not integrated. This shortcoming prevented effective monitoring and created risk. Therefore, one of the priorities of my mandate was to digitise this monitoring process by developing the Public Register of Gaming Devices, a system ONJN had been required to implement for two years. When I took over, this initiative had not even begun. Following significant effort, ONJN will launch the Public Register of Gaming Devices by 15 October 2025. This is a digital system featuring an interactive map and QR codes, which for the first time provides full transparency regarding authorised locations and devices, while also offering operators a secure private virtual space. Through this register, we will be able to efficiently combat the black market, and absolutely everyone will have access to data such as the location's address, number of machines, who operates them, the authorisation period, machine serial numbers, and more. Filters will also be available for each locality and county," ONJN President Vlad Cristian Soare told AGERPRES.

A total of 5,130 inspections have been carried out nationwide over the past five months, resulting in sanctions amounting to over 4 million lei according to the leadership of the National Gambling Office (ONJN).

"A total of 140 sanctions were imposed, with fines exceeding 4,000,000 lei. 32 criminal complaints were filed, over 150 gaming devices were seized, more than 100 websites were added to the blacklist, 28 licences were revoked, and three licensed online gambling platforms were temporarily suspended. We also issued the first orders for the removal of illegal content," the ONJN representative added.

The institution also launched a WhatsApp reporting line for complaints related to the black market in gambling.
