Nine local authorities in Brasov County to benefit from EU-funded digitalisation project

Nine local administrative units and the Brasov County Council (CJ) will benefit from an EU-funded project aimed at digitally interconnecting local authorities, automating public procurement procedures and strengthening cross-border cooperation, the county administration announced on Monday in a press release.

According to the press release, the "Digital Communities in Brasov County" project, submitted by the county administration under the Centre Regional Programme 2021-2027, Intervention 2.1.1, Digital Communities for a Smart Region, is worth 2,260,026.58 lei, of which 98% is non-repayable funding from the European Regional Development Fund and the state budget.

The project is currently in the final pre-contracting stage, according to Agerpres.

The partner local authorities are the town of Rasnov and the communes of Apata, Dumbravita, Harseni, Jibert, Mandra, Sambata de Sus, Ticusu and Vulcan.

"The project addresses a critical need, namely eliminating IT fragmentation within local public administration. To this end, the county public authority, as project initiator, proposes the introduction of a unified One Stop Shop module, through which citizens and businesses will be able to access local public services from a single electronic point of contact, using certified digital identities in accordance with the eIDAS 2 Regulation," the press release said.

According to the county administration, in addition to the benefits for citizens, the project introduces several major technological innovations to Romania's public administration, including a cloud-ready One Stop Shop SaaS platform hosted in a secure cloud environment compliant with the NIS 2 Directive, described as "a virtual one-stop service desk available to citizens 24 hours a day, seven days a week", automated electronic forms, a unified public procurement platform dedicated to the Central Procurement Unit (UCA) operating within the Brasov County Council, and a digital architecture based on open technologies that eliminates dependence on specific IT vendors while reducing paper consumption across the county.

"Our efforts to implement digitalisation extend beyond the borders of Brasov County. Through this project, we are taking a decisive step towards permanently eliminating the paper file with metal fasteners and bringing the partner town and commune halls into the same interconnected network. This will spare citizens from having to carry documents from one institution to another. (...) Furthermore, through the exchange of best practices with external partners and alignment with the EU Strategy for the Danube Region, we are demonstrating that Brasov County is taking the necessary steps to strengthen its position as a promoter of administrative innovation at regional level," Brasov County Council President Adrian Ioan Vestea was quoted as saying.

The project also includes an important international territorial cooperation component in support of the EU Strategy for the Danube Region (EUSDR).

It also provides for a best-practice partnership with the Stefan Voda District of the Republic of Moldova, facilitating know-how transfer and supporting the expansion of e-government models across borders.
