The number of building permits issued in Romania for residential buildings in the first eight months of the year fell by 12.2% compared with the same period in 2025, to 21,791, according to data from the National Institute of Statistics (INS).
The number of permits fell in seven development regions, with the largest decreases recorded in the North-East region, where 712 fewer permits were issued, followed by the West (-555), South-Muntenia (-550) and North-West (-459), agerpres reports.
The only increase was recorded in the Bucharest-Ilfov region, where the number of building permits for residential buildings was four higher than in the January-August 2025 period.
In August 2026 compared with July 2026, 2,943 building permits were issued for residential buildings, up 1.2% from July 2026, with a total usable floor area of 721,726 sq m, up 1.3%. Of the total building permits issued for residential buildings, 72.5% were for rural areas.
According to the National Institute of Statistics, August 2026 saw an increase in the number of building permits issued for residential buildings compared with the previous month, by 34 permits. By region, this increase was reflected in the following development regions: North-East (+56 permits), West (+44), Central (+33), South-East (+30), South-West Oltenia (+17) and South-Muntenia (+15). Decreases were recorded in the Bucharest-Ilfov (-160 permits) and North-West (-1) development regions.
In addition, 567 building permits were issued for non-residential buildings in August 2026, down 1.7% from July 2026, covering a total usable floor area of 284,983 sq m, down 5.6%.
Compared with the previous month, August 2026 saw a decrease of 16,964 sq m in the usable floor area covered by building permits issued for non-residential buildings. By region, this decrease was reflected in the following development regions: North-West (-89,188 sq m), North-East (-21,290), West (-13,978), Bucharest-Ilfov (-4,338) and South-West Oltenia (-2,507). Increases were recorded in the South-East (+53,508 sq m), Central (+49,604) and South-Muntenia (+11,225) development regions.
In August 2026, compared with the same month of the previous year, there was a decrease both in the number of building permits issued for residential buildings (-16.1%) and in the total usable floor area (-7.3%).
By region, the decrease was reflected in the following development regions: Central (-189 permits), North-East (-117), South-Muntenia (-108), Bucharest-Ilfov (-80), North-West (-50), West (-27) and South-West Oltenia (-6). An increase was recorded in the South-East development region (+13 permits).
On the other hand, compared with August 2025, August 2026 saw an increase in the number of building permits issued for non-residential buildings (+0.7%) and a decrease in the total usable floor area (-27.8%).
By region, the decrease in the usable floor area covered by building permits issued for non-residential buildings (-109,515 sq m) was reflected in the following development regions: Bucharest-Ilfov (-83,062 sq m), West (-38,599), South-Muntenia (-32,673), North-East (-9,916), South-West Oltenia (-9,716) and North-West (-6,797). Increases were recorded in the Central (+41,561 sq m) and South-East (+29,687) development regions.
