The Legal Committees issued on Tuesday a favorable opinion to Adrian Tutuianu, proposed by the Social Democratic Party (PSD), for the position of president of the Permanent Electoral Authority (AEP).
Tutuianu was the sole candidate for the office.
Adrian Tutuianu outlined his priorities for leading the institution, mentioning the need for a new law on the organisation and functioning of the Permanent Electoral Authority and for amending and supplementing Law No.334/2006 on the financing of the activity of political parties and election campaigns, aimed at "strengthening the capacity to monitor party financing, including online and outside electoral campaigns."
He mentioned that he is focused on drafting an Electoral Code that will include a general section and a special section, regulating specific aspects for each type of election.
"We have different rules and deadlines for each election, which generates difficulties in enforcing the legislation," Tutuianu explained.
He also said he is centered around "the control and monitoring of the Electoral Register."
"I believe this register must be brought up to date and serve as an accurate basis for analysis and for determining, for example, the number of mandates for deputies, senators, local councillors and county councillors. A new regulation for the organisation and functioning of the AEP is needed due to the institution's new responsibilities, but also because the current regulation, in my view, has major shortcomings. I also aim to involve the Permanent Electoral Authority in activities of democratic education and in raising awareness of the electoral system," Tutuianu added.
He added that his short-term priorities are: the AEP draft budget for 2026, planning and implementing AEP investments based on the approved budget, particularly in IT systems, preparing the annual report on the Authority's activity, as well as an analysis of the electoral challenges of 2024-2025 and "establishing means of legislative remedy."
The report of the Legal Committee with the favorable opinion on Adrian Tutuianu for the position of AEP president, is set to be validated by the joint plenary session of Parliament on Tuesday at 13:00.
