Prime Minister Ilie Bolojan held a new round of consultations on Tuesday with representatives of Romania's chambers of commerce and retailers, with the discussion focusing on the simplification and digitalisation of procedures for issuing fire safety approvals and permits, amid strengthened safety regulations for the citizens.
According to a Government release, within the meeting, head of the Department for Emergency Situations (DSU) and Secretary of State within the Ministry of Internal Affairs (MAI) Raed Arafat presented the principles that will form the basis of the legislative amendment package, regulations that will be published for public consultation starting this week.
"The new provisions will aim to simplify procedures, shorten the timeframes for issuing fire safety approvals and permits, the digitalization of the authorisation and approval process, measures that will help facilitate the start of investments. For the same purpose, the internal procedure for analysing the submitted documents for issuing approvals and permits will be made more efficient and flexible. Moreover, in order to strengthen safety standards and, implicitly, prevention, the responsibilities of architects, designers and administrators will be increased and stricter controls will be introduced in order to ensure compliance with fire protection regulations. The new rules will also aim to clarify the legislation, ensuring uniform practices in implementation," the release said.
According to the Government, Prime Minister Bolojan underscored openness to dialogue in order to find the best solutions.
"In the discussions carried out with the business community, a number of dissatisfactions were raised. Some relate to the approval and authorisation process for fire safety and obtaining environmental permits. Regarding the first issue, we have prepared a package of legislative amendments aimed at reducing timeframes and ensuring the most serious and efficient approach to fire prevention. I invite the business community and all interested parties to submit proposals during the public consultation period so that we can arrive at the best possible legislative solution. As for the concerns raised regarding the long timeframes for issuing environmental permits, solutions are being analysed by a working group at the Government level and will be presented shortly," PM Ilie Bolojan said, as quoted in the release.
Representatives of the chambers of commerce and retailers welcomed the legislative solutions proposed by the Government, requested some clarifications and conveyed they would contribute to finalising the legislative package so that the approval and authorisation procedures are simplified and the new fire prevention and protection legislation is properly implemented, the release mentioned.
Also attending the meeting at the Victoria Palace alongside Prime Minister Bolojan were Mihai Jurca, the Head of the Chancellery of the Prime Minister and the State Adviser in the Prime Minister's Chancellery, Raul Gutin.
