The decision of the European Court of Human Rights (ECHR) does not require the government to pay out large amounts in penalties, Premier Sorin Grindeanu said on Tuesday in connection to an ECHR ruling in a case concerning the conditions of detention in Romanian prisons and other detention facilities; the PM explained that the government will come up with a plan of measures to improve detention conditions.
"I welcome this decision, which does not compel us at this moment (...) to pay high amounts, but gives us a 6-month deadline to come up with a concrete plan of measures agreed upon by both the Committee of Ministers and the Government of Romania, so that the issues raised by the ECHR be progressively settled, because this decision is the result of the problems in Romanian penitentiaries. Therefore, following these issues, we have this ruling that gives us a term of six months to come up with remedial measures," Grindeanu said.
The detention conditions in the Romanian penitentiary system are in breach of the European Convention on Human Rights and point to a structural deficiency requiring the adoption of general measures by the authorities, the European Court of Human Rights ruled on Tuesday in the case 'Rezmives and Others v. Romania'.
