President Dan: The length of criminal proceedings is extremely long for any type of offence

President Nicusor Dan said on Wednesday that the length of criminal proceedings, for any type of offence, is extremely long, mentioning the femicide cases in the country, inform Agerpres.

"First of all, we have an adviser who is also dealing with this issue, thus, at some point [the adviser] will present a report following discussions with all the institutions involved in the phenomenon. Beyond that, as you have seen, there are internal investigations into how cases were handled when women reported incidents and did not receive timely support from state institutions. Moreover, these investigations will be extremely relevant for how we proceed in the future. And very importantly, we need to look at the mechanisms, because, unfortunately, the length of the criminal proceedings, for any offence, is enormous and there is no longer a sense among people of the connection between an act and the sanction imposed five or six years later. It seems as if these people will never get punished," the president said in Parliament.

When informed that in many cases in which women are killed, there are situations when police either acted incorrectly, failed to act, or did not take into account how exposed the victim was, the president said: "We will also review the reports from the Ministry of Internal Affairs and the Prosecutor General's Office."

On the other hand, he also highlighted that stability and deficit reduction are achievements which our country has mentioned in international commitments, the OECD and the SAFE programme.

Regarding the 2024 elections, the president said the modus operandi is known, but some of the actors involved in the cyber area remain unidentified.

"How much do we actually know about the 2024 elections phenomenon? We know the modus operandi, but currently we do not know some of the actors involved in the electronic, or let's say, cyber area. In other words, we do not know who was behind it ... We know how it happened, we even have some quantitative indications, but on many of these channels, we cannot precisely identify what was behind it. (...) I keep giving this example - you probably saw about four months ago a report from the British intelligence services that finally proved Russian intelligence was behind certain operations in 2016-2018. This is intelligence work ... That is its nature, it takes time," Nicusor Dan underscored.

Asked about the big tax evasion, he said that the "grandma's jam" does not fall under this phenomenon.

"Tax evasion - I have seen changes at the ANAF [National Agency of Fiscal Administration], I have seen some progress on digitalisation and I have seen some targeted actions. I think we are at about 15-20 percent of what can be done to combat tax evasion, but there have been some steps. (...) Of course, there are chains; it is not 'grandma's jam' that counts as major evasion, not at all. There are chains of large-scale evasion, there is evasion on intra-community VAT. So, we know the new areas of evasion. We either do not yet have or we are just beginning to have, the electronic means that would take us exactly to the point of evasion, so that we can take measures," the president said.
