President Klaus Iohannis on Wednesday requested the re-examination of a law approving government emergency ordinance amending and supplementing an emergency ordinance providing measures for end customers in the electricity and natural gas market between April 1, 2022 and March 31, 2023.
"I am encouraging Parliament to identify those legislative solutions that reduce the burden of additional costs that are too high for prosumers related to the purchase of electricity storage facilities. At the same time, provisions can be included in the legislation, such as the establishment of support programmes for existing prosumers or measures related to the management of the entire energy system, so that the effort to increase the production and storage capacities of green electricity does not fall mainly on the shoulders of the people," Iohannis is quoted as saying in a press statement released by the Presidential Administration.
He added that Romania is going to expand its solar energy production capacity and improve national access to solar electricity at affordable prices, as Romania joined the International Solar Alliance in December 2023.
He said that Romania has set to install, by 2030, a solar energy capacity of over 8GW, representing 24% of the gross final consumption of electricity from renewable resources.
According to him, the law, as it stands, shifts the entire financial burden only to the prosumers by forcing them to invest additionally in storage facilities, with the adverse effect of discouraging people from being interested in using or installing photovoltaic panels.
He criticised the establishment of a mandatory deadline for prosumers - December 31, 2027 - by which to purchase electricity storage facilities.
The lack of financial availability of the beneficiaries to additionally purchase, from their own sources, batteries for solar energy storage induces the risk that many photovoltaic panel systems already installed on buildings cannot be put into operation and connected to the grid properly, Iohannis said.
According to him, the conditions provided for in the controversial law for the location by prosumers of the batteries that will be used in the storage of electricity are specific, and there are numerous instances in which such installations have caused fires due to inappropriate location.
