President Klaus Iohannis on Monday signed a decree promulgating a law on research, development and innovation workers.
On May 14, the Chamber of Deputies, the decision-making body in this case, passed a bill on research, development and innovation workers 184 to 39 and 34 abstentions.
The bill regulates research, development and innovation workers establishing specific rights and obligations, methods of employment and promotion, as well as good conduct in scientific research. The scope of application includes artistic creation and sports activity.
The new piece of legislation provides for the updating of the definition of researchers, staff categories, as well as the functions and professional grades in the system, updating the minimum standards, criteria and methodologies for granting professional grades and classification by functions.
The bill also provides for the updating of the methodologies for holding competitions for occupying management positions in research organisations, updating the rights and obligations of the staff, good conduct rules, the Code of Ethics and Professional Deontology, as well as the powers of the National Scientific Research, Technological Development and Innovation Council.
The bill initiated by the government is a milestone in the National Recovery and Resilience Plan PNRR).
Also on Monday, Iohannis signed a decree for the promulgation of a law approving an emergency ordinance amending and supplementing an emergency ordinance on the establishment, administration and development of cloud infrastructures and services used by public organisations and institutions.
