Project: Rose Park in Timisoara could be included in list of historical monuments of national importance

According to the project, the Rose Park will be included in the list of historical monuments, according to the provisions of Law No. 422/2001 on the protection of historical monuments, and any modification of the territorial boundary of the park will require the approval of the competent authorities in the field of cultural heritage protection.

The area will thus benefit from legal protection and will be subject to specific regulations regarding the conservatin and restoration of cultural heritage, according to the project.

The competent authorities will adopt specific measures for the protection, conservation and restoration of the historical and architectural elements of the Rose Park, including the green areas, meadows, alleys and any other structures or heritage elements located on the park's territory within a maximum of 30 days from the entry into force of this law.

Any modification, renovation or intervention work on the park will require the prior approval of the Ministry of Culture and the competent authorities in the field of heritage protection in an emergency regime.

The local administration of Timişoara Municipality will be responsible for the management and maintenance of the Rose Park, in accordance with the regulations on the protection of historical monuments. The local authorities will collaborate with the Ministry of Culture and the County Directorates for Culture to ensure the implementation of conservation and protection measures for the park. Financing for the restoration and maintenance of the Rose Park may come from government funds, local public sources, European funds, but also from other legal sources, including sponsorships and donations, the project also provides.

Any unauthorized work or any interventions that endanger the integrity of the Rose Park will attract sanctions according to the legislation in force. Persons who carry out illegal work on the park will be held liable according to criminal or administrative legislation.

According to the initiators, the Rose Park in Timisoara is one of the most important green spaces in the city and a true emblem of the historical and cultural heritage of the municipality. It stands out for its floral diversity, especially the rose collections, but also for its landscape and architectural value, with a tradition of over 100 years.

"However, currently, the park is in an advanced state of degradation, and numerous of its elements - alleys, water structures, urban furniture and vegetation - are affected by neglect and the lack of an efficient restoration plan. (...) In order to prevent the irreversible loss of an important historical and cultural objective of Timisoara and to ensure the protection and preservation of the Rose Park, an urgent step is needed to classify it as a historical monument. The step to protect and restore this park will contribute not only to saving a special heritage, but also to the sustainable development of the city and to improving the quality of life of its inhabitants", motivates, in the explanatory statement, the POT deputy of Timis Codruta Maria Corches.

The project is signed by several parliamentarians from POT, S.O.S. Romania, AUR, unaffiliated, the Senate being the first Chamber notified.
