The reconstruction of Ukraine is a continental project whose success will influence the economic and security landscape of Europe, Finance Minister Alexandru Nazare said on Thursday at the "Rebuilding Ukraine: Security, Opportunities, Investment" conference.

In recent years, Romania has become one of the essential logistical corridors for exports to Ukraine, adjusted fiscal and customs procedures to support regional stability, and worked closely with private actors involved in cross-border initiatives. This experience provides a robust foundation for the next stage of reconstruction, one that must bring together public institutions, the private sector and multilateral partners in a coherent long-term effort. Rebuilding Ukraine will require capital on a scale that Europe has not mobilized since the post-war period, and while the private sector will play an essential role, capital "The private sector, in the end, goes for predictability. The essential question is not whether companies are interested in contributing, but whether we, as policymakers, can provide a financial architecture that reduces risks, accelerates investment decisions alike," Alexandru Nazare said in a video message broadcast during the conference.
According to the Minister of Finance, Romania supports a framework that expands access to guarantees and strengthens cooperation with international financial institutions, creating the necessary confidence for medium and long-term projects in sectors essential for Ukraine's recovery, such as infrastructure, energy, logistics and technology.
"From the perspective of the Ministry of Finance, Romania is promoting several policy directions that directly support this program. We are focusing on improving coordination between national institutions, European mechanisms and the private sector, so that Romanian companies, small or large, can participate effectively in the reconstruction process. Stability, transparency and consistency remain the essential foundation for any capital flow. Romania is also prepared to act as a regional financial platform for institutions and companies involved in reconstruction. Our banking sector is solid, well-capitalized, aligned with European regulations and has experience in managing complex cross-border operations. A stable neighbor must also be a neighbor with economic ties, and this is the commitment we intend to respect. Reconstruction cannot be separated from existing logistical and financial corridors, and Romania already has essential transit routes for Ukrainian exports and will continue to develop platforms for the Danube and the Black Sea, in line with broader European initiatives. However, Romania needs to participate early and develop reliable infrastructure in the border regions, essential to ensure efficient supply chains as the reconstruction process progresses," Nazare explained.
He noted that infrastructure alone is not enough, but a "corridor of trust" is needed, namely a framework in which investors, insurance and financial institutions can act with confidence and predictability.
"The private sector brings speed, innovation and execution capacity that public institutions cannot offer on a tailor-made basis, making its role essential, not complementary. Successful reconstruction requires sophisticated elements, robust engineering, energy aligned with European Union standards, digital systems, a complex financial structure and credible insurance coverage in a volatile environment. In this regard, many Romanian companies are already preparing to expand their commitment to Ukraine. Our responsibility is to ensure that this effort is based on a stable, long-term foundation", Alexandru Nazare added.
In his opinion, Romania supports the development of complex cooperation frameworks, through clear agreements for specific projects. "Ukraine and its reconstruction cannot be separated from the European trajectory. Alignment with European Union standards in governance, procurement, digitalization and financial regulations will significantly strengthen investor confidence. Romania will continue to support Ukraine on this path, because the long-term success of the reconstruction is built on this alignment. Reconstruction is not a single project, but a rethinking of an entire economic system. It requires political vision, financial engineering, institutional cooperation and the decisive involvement of the private sector. Romania is ready to contribute with all these instruments, as a neighbor, as a new member and as a devoted partner, to build a stable, prosperous and modern Ukraine", Finance Minister Alexandru Nazare said.
