Rogobete: There is a stock of 5 million vials of infusion solutions; centralized purchases could be made in the future

The Minister of Health, Alexandru Rogobete, stated that currently in Romania there is a stock of over 5 million vials of infusion solutions.

He mentioned that, in the future, centralized purchases could be made for certain sanitary materials, without the need for sanitary units to organize such auctions.

"There is currently a stock of over 5 million vials of all volumes for these infusions (physiological serum, Ringer's solution, Hartmann's solution, glucose) in Romania," the minister said at a press conference.

Rogobete also stated that in the case of certain health units, such as the Brasov County Hospital, there was a "blockage" regarding the stock of saline.

"Patients in Braşov, in the County Hospital, do not have saline in the hospital, not because Romania does not have saline, but because it is a management problem of the health unit. Last week, I ordered UNIFARM, which sent over 1,000 or 2,000 vials, I don't have the exact number now, of saline to the hospital in Braşov to unblock the situation and to continue medical activity," he also specified.

The minister announced that in the future, centralized procurements could be organized by ONAC, and hospitals would be able to order subsequent contracts at the level of the framework agreement.

"Most likely, we will resort to centralized procedures for a certain list of sanitary materials, centralized procurement to be carried out by the National Office for Public Procurement (ONAC), with a multi-year framework agreement, from which hospitals can order subsequent contracts, without having to hold tenders at the level of the sanitary unit, on the model of sanitary materials in the UPU, for example, where there is a draft law and we are now implementing it," he explained.

Rogobete also stated that the distribution of infusion solutions in pharmacies was stopped starting in May, after there was a shortage of infusion stocks at the national level in March.

"This decision was made then, to limit the distribution of infusions in pharmacies, precisely to redistribute it to health units. (...) In the hospitals in Bucharest, until today, until now, I have not received any request or crisis situation regarding serum or infusion solutions," he said.

On the other hand, the minister admitted that chronic patients may face some "discontinuities" in the supply of certain medicines. He said that he had discussed this issue with representatives of the National Agency for Medicines and Medical Devices, as well as UNIFARM, so that measures could be taken by the end of next week. He also recommended the use of therapeutic alternatives.

"For chronic conditions, there are discontinuities given by the manufacturer for certain molecules. We have discussed with ANMDR and UNIFARM and we are trying in the shortest possible period, I think, I hope, by the end of next week, to replace the stocks with other molecules. But here I want to make an important mention. Often there is discussion about the lack of a certain commercial preparation. I encourage both patients and doctors to resort to the therapeutic alternative that is most often found in the pharmacy," said Rogobete.
