Romania must implement at least one e-wallet instrument by the end of 2026, Corneliu Manescu, Deputy General Director of the General Directorate for Electronic Communications, Policies and Strategies in Digitalisation at the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism (MEDAT), said on Monday.

'We can confirm the draft regulatory act related to the application of the regulation on crypto-assets and banking elements. The National Coordination Council is composed of the National Bank of Romania (BNR) and the Financial Supervisory Authority (ASF), with support from other entities and IT structures, given that a large part of all these crypto-related operations take place online. These elements must therefore work closely together to ensure functionality and, of course, a secure framework for all users and actors involved in this ecosystem. Regarding the e-wallet, between October and December 2025, almost 29 implementing acts of the European Regulation were issued to supplement Law 910 concerning the implementation of the wallet, and we have a deadline that must be respected not only by Romania but by all Member States: to implement at least one e-wallet instrument by the end of 2026. We are engaged in discussions and consultations with all stakeholders to identify all necessary elements,' Manescu said at the Cybersecurity Forum conference, agerpres reports.

He added that Romania must be prepared with specialists in cybersecurity, amid the intensification of hacker activity.

'I believe we must be very, very well prepared in the area of cybersecurity, especially when the digital wallet becomes available. What we aim to do is to bring this domain under a coordinated umbrella, so that the proper importance is given, we can train specialists in advance, and have well-structured preparation and training mechanisms. As we can see, hacker activity is very intense, so countermeasures must always be ready,' the MEDAT official said.

In his view, cybersecurity has become one of the most important elements in digitalisation.

'Cybersecurity, as we all know, has become one of the most important elements in digitalisation. In this area, the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism has responsibilities for legislation, developing the legislative framework, regulatory framework, and other elements that must be put in place when implementing European regulations in the field. As a ministry, we integrate these needs, and when it is necessary to draft the relevant legislative framework, there are many elements to consider,' Corneliu Manescu emphasised.

Regulation (EU) 2024/1183 stipulates that EU Member States must, by the end of 2026 at the latest, provide citizens and residents with at least one certified European digital wallet (EUDIW) - a solution that must meet the same technical and security requirements across Europe.
