Sanitas representatives discuss with Health Minister about planned reforms to be included in 2nd package of measures

Representatives of the Sanitas healthcare trade union federation met Wednesday with Health Minister Alexandru Rogobete and ministry experts to discuss the healthcare reforms expected to be included in the second package of measures, agerpres reports.

"We were presented with the draft emergency ordinance (OUG), which is set to be released for public consultation later today, following our meeting and which mainly introduces the following changes: increasing the point value for outpatient medical services to 8 RON, until January 1, 2026; mandatory outpatient activity for all doctors, with more flexible organization of services in outpatient clinics; changes to the criteria for appointing department heads and hospital managers; a new mechanism for financing medical services, developed by the CNAS [the National Health Insurance House], which maintains the 'influence' component but allocates it based on multiple performance criteria (complexity of solved cases, patient flow, bed numbers, etc.); regulated funding for severe cases transferred from private to public hospitals," according to a post on the Facebook page of the Sanitas healthcare trade union federation.

Sanitas representatives stated that they had requested a "correction" of the Emergency Ordinance No.36/2025 regarding measures which affected certain categories of Healthcare employees immediately after its adoption, mentioning that the minister assured them a new legislative document would be issued shortly to correct the situation.

They also requested to be included in the working groups drafting future legislative proposals related to Healthcare reform.

Healthcare representatives "explicitly" called on the Health Minister to convey through all government channels that the healthcare and social assistance systems should be exempt from provisions in a draft law currently under public consultation at the Ministry of Labor which prohibits combining a pension with a salary, transfers and secondments, taking into account the "personnel crisis, the nature of the work, staff exhaustion, the need to ensure continuous operation in overcrowded units."

"The Sanitas Federation explicitly requested the Health Minister's support for preserving jobs and incomes for all employees in the system during the implementation of reform/austerity measures, taking into account the specific challenges of our activity and the severe personnel shortage in Healthcare sector. Minister Alexandru Rogobete assured us of honest cooperation and promised a fair partnership with the Sanitas Federation, in support of a healthcare system which can only be optimized with the help of a respected workforce who is satisfied with both the working conditions and fair compensation for their daily efforts to support the system," according to the Facebook post.

Sanitas representatives announced they will also hold a meeting with the Minister of Labor for consultations regarding the social assistance system.
