STS: IT app for energy vouchers will be operational before 60-day deadline established by legislation

The development of the IT application intended for granting energy vouchers is at an advanced stage, and it is to be operationalized before the 60-day deadline established by legislation, according to information provided by the Press Office of the Special Telecommunications Service.

"The development process of the IT application intended for granting energy bill payment vouchers (EPIDS) is at an advanced stage, and is set to be operational before the 60-day deadline established by legislation. During this week, the STS development team received access to integrate some of the electronic services of the institutions responsible for verifying identity and contracts at energy consumption sites. As there will be access to all interconnections established by legislation and necessary to verify eligibility conditions, performance and security testing will be possible, and then the application will be launched," it is mentioned in the response sent by STS to AGERPRES.

According to the cited source, EPIDS is developed as a web application, which involves accessing a link, without the need for downloading or installation. The application can be used on any device with a browser - computer, laptop, smartphone or tablet.

The regulatory act regulating the conditions for granting the financial support mechanism was approved on June 30, 2025, setting a 60-day deadline for the development of the IT system.

"Thus, the Special Telecommunications Service develops the application in an extremely short time, with no delays being recorded. We specify that the application developed by our institution will allow the registration of all eligible persons. The verification, validation and establishment of voucher beneficiaries are carried out automatically by querying the databases made available by the authorities established by Government Emergency Ordinance no. 35/2025 regarding the introduction of a support mechanism for household electricity consumers in a situation of energy poverty," specifies the cited source.

Voucher applications can be submitted online by the holder or a family member in the EPIDS application. Applications can also be submitted through post office representatives or representatives of the city halls where the applicant declares the place of consumption.

According to the legislation, the granting of financial support is not conditioned by the issuance of the receipt in printed format since, through the automations carried out by the application, the data related to the beneficiaries are automatically taken over from the EPIDS application into the electronic bill payment system, STS representatives emphasize.

GEO 35/2025 establishes social protection measures granted to household electricity consumers affected by energy poverty, following the expiration of the support mechanisms provided for in Government Emergency Ordinance No. 6/2025 regarding the measures applicable to final customers in the electricity market during the period 1 April 2025-30 June 2025, respectively the measures applicable to final customers in the natural gas market during the period 1 April 2025-31 March 2026, as well as for the amendment and completion of certain regulatory acts in the energy field, with subsequent amendments and completions, for electricity consumption.

The social protection measures apply between July 1, 2025 and March 31, 2026 and consist of granting financial support to household consumers who meet the legal conditions, in the form of an electronic energy voucher that can be used by the beneficiary only to make payments for electricity consumption registered at the place of consumption for which this support is granted.

The following categories of people and families benefit from support in the form of an electronic energy voucher: single person with a net monthly income of maximum 1,940 lei; families with a net monthly income/member of maximum 1,784 lei.

The support is worth 50 lei/month and is granted upon request by a single person or a family member who is an adult. The request is submitted online, in the EPIDS application. The electronic energy voucher is granted for a single place of consumption, regardless of whether or not the applicant is the holder of the electricity supply contract, and the identification data of the family members declared by the applicant are not registered at another place of consumption.

Applications for support are registered starting from the date of the application's operationalization. In order to benefit from support starting from July 2025, applicants are required to register in the application within 30 days from the date of the application's operationalization. After this deadline, support will be granted from the month of submitting the application in the EPIDS application, if the conditions for granting are met
