The Superior Council of Magistracy (CSM) has adopted on Thursday the viewpoint of its directorate for legislation, documentation and litigation referring to narrower conditions for the early release of inmates who author scientific works.
The plenum of the CSM has decided in a narrow 9-to-8 vote to support the establishment of objective, fair and transparent criteria to establishing the scientific character of such papers. The Council therefore issued a negative advice to the abrogation of the legal provision that allows cutting prison terms on authorship grounds. The Council's approval, however, is not mandatory.
Justice Minister Raluca Pruna had announced the CSM plenum on Thursday that irrespective of its opinion, she will continue approaches to annul the said legal loophole through an Emergency Ordinance of the Government.
