Tutuianu: AEP has conducted 1,060 checks on political parties from 2023 until now

The President of the Permanent Electoral Authority (AEP), Adrian Tutuianu, stated on Wednesday that the institution has carried out, from 2023 to the present, 1,060 checks on political parties, adding that in 2025, 18 million RON were not reimbursed to political parties due to irregularities.

"In 2025, 18 million RON were not reimbursed to political parties, generally either because the ceilings provided for by law were exceeded, or because supporting documents regarding the respective expenses were not presented," said Tutuianu.

He said that the main irregularities found are: the use of subsidies from the state budget for purposes other than those provided for by law; loan contracts not authenticated by a notary or donations were broken into several contracts in such a way that there was no need to conclude a notarial deed; failure to comply with the obligations regarding the verification and registration of the identity of donors; failure to publish in the Official Gazette information regarding donations, contributions, loans; failure to register the financial representative.

Tutuianu pointed out that several sanctions were applied to large political parties.

"AUR was sanctioned in 2024 with 13,665,594 lei, in 2025 - 5,145,995 lei; PNL was sanctioned in 2024 with 2,643,157 lei and in 2025 - 173,000 lei; PSD was sanctioned in 2024 - 340,443 lei and in 2025 - 51,609 lei; USR was sanctioned in 2024 with 509,924 lei, in 2025 with 15,309 lei, UDMR was sanctioned in 2024 - 221 lei, S.O.S. Romania was sanctioned in 2024 with 23,427 lei, and in 2025 with 1,292 lei; and "I CAN by 32,255 lei in 2025," he also said.

Most of these sanctions are in various stages of being challenged in the courts.

He also said that, regarding controls, from 2023 to the present, 1,060 controls have taken place on political parties and formations, substantive controls, controls on notifications and controls on electoral campaigns.

In 2024 there were 630, last year - 257, election years, and background checks, for example, were carried out after the issues related to the return of amounts from election campaigns were clarified, the deadline being 90 days.

"There are 276 political parties in the fiscal register and we have the obligation to verify them all. We have a large number of sanctions applicable to political parties that, if you haven't studied the fiscal register or the register at the Bucharest Municipal Tribunal, you haven't heard of, but that participate in electoral processes, sometimes locally, that don't submit their financial statements, that don't do what the law says and that we had to sanction. Sometimes, the sanctions seem very high compared to the volume of political activity they have. There is also a reluctance here, in my opinion, largely unjustified, of the Prosecutor General's Office to ask the courts to dissolve political parties that effectively no longer exist, but that we must constantly look for, identify if they still have any related representatives and verify them," explained Tutuianu.

Asked about the situation of Călin Georgescu, who ran independently with zero lei in funding, and whether AEP is at fault, Tutuianu said: "Considering today's regulatory framework, I don't think we could identify any fault on the part of AEP."

"At AEP, during the electoral campaign, documents are communicated by competitors and in this case no documents were communicated. (...) AEP is not an investigator to establish where the resources came from. When we had some elements, we filed a criminal complaint. It is with the DNA," the AEP president also said.
