The Chairman of the Health Committee of the Chamber of Deputies, Alexandru Rafila, considers the extension of the one-year increase in the point value for doctors in specialized outpatient clinics unacceptable.
"The draft 'Trenulet' Ordinance presented by the Government has a component that is unacceptable from a professional point of view, but also from my point of view, as president of the Health Commission, because it postpones by one year the application of a measure that would have increased the point for doctors working in specialized outpatient clinics. I think we must not forget two rather important things. First of all, this category of doctors represents a significant percentage of the total number of doctors in Romania - about 20%. There are 10,000 doctors working in outpatient clinics. Second, you cannot pay a specialist doctor in outpatient clinics 60% of the point value that is offered to family doctors and later say that you want to reform health services, under conditions in which reducing hospital services or the financial impact of hospital services can only be done if we develop services outpatient clinics, as the Ministry of Health rightly said," Alexandru Rafila declared on Tuesday for AGERPRES.
In his opinion, the one-year extension of the point increase measure for doctors in specialized outpatient clinics makes any reform in the field of health services "impossible".
"You cannot develop outpatient services and maintain underfunding of an extremely important sector, in ensuring not only routine medical services, but also preventive services, because we are discussing that we want to do prevention and we want to keep doctors in the country. All these things - namely changing the pyramid of services, developing preventive services, keeping doctors in the country - can only be done if this category of doctors is paid as the legal framework established, at least by 6.5 lei compared to 5 lei, as it is at the moment, with another increase to be made in a year. Extending it by one year does nothing but make any reform in the field of health services impossible and I believe that this needs to be discussed very seriously both within the Government with the Ministry of Health, and within the Parliament," Rafila argued.
He stated that he would not support such a position in Parliament.
"Ultimately, this ordinance will also reach Parliament and I tell you with all responsibility that I cannot support such a position," declared the chairman of the Health Committee of the Chamber of Deputies.
