The technical and economic regulation of electronic communications services and networks, the management and monitoring of the radio spectrum, as well as some measures for the implementation of the Digital Services Regulation (DSA) in Romania will be on the priority agenda for 2026 of the National Authority for Administration and Regulation in Communications (ANCOM).
According to the institution's action plan for next year, published in consultation, in the electronic communications sector, information on the availability of broadband Internet services will be updated, by publishing the list of areas where functional services are not available at a fixed point and by conducting a study on the coverage area of fixed public networks capable of providing such services.
At the same time, the Authority will update the modalities for implementing the universal service, by reviewing the conditions and the procedure for designating providers, in order to ensure the availability of a minimum package of broadband Internet access and voice communications services, at an appropriate level of quality, for all end users.
The plan also includes initiatives regarding the modification of the format and the method of transmitting information regarding the development and geographical location of public electronic communications networks and the associated physical infrastructure, as well as the updating of the statistical data collection framework.
In the field of postal services, ANCOM intends to continue monitoring compliance with the obligations established for the universal service provider by producing a report analyzing compliance with the quality requirements for the year 2025, monitoring the obligations regarding its separate financial statements, updating the value of the weighted average cost of capital employed and analyzing the net cost associated with the provision of the universal postal service.
At the same time, it intends to carry out studies and reports on the implementation of self-service services for the delivery of postal items, the quality of parcel services, the impact of e-commerce on the postal market, as well as statistical indicators of the sector. In parallel, it will continue monitoring the application of Regulation (EU) No. 2018/644 on cross-border parcel delivery, including by collecting and verifying data transmitted by postal service providers.
According to the cited source, regarding the administration and management of the radio frequency spectrum and numbering resources, the draft Action Plan for 2026 provides for the revision of some spectrum usage tariffs, as well as the modification of some provisions of the procedure for granting rights to use radio frequencies through direct entrustment. In addition, the local telecommunications market arbitrator will analyze situations in which the returned number blocks contain ported numbers that continue to be used in other networks and will take the appropriate measures.
In the segment of radio frequency spectrum monitoring, the activity of measuring the coverage with mobile communications services and the actions of verifying compliance with the obligations imposed on providers of electronic and postal communications services will be continued.
Last but not least, ANCOM announces that, for 2026, it is considering the development of the information procedure for intermediary service providers and the regulatory framework that establishes the conditions for conducting inspections by the Authority's control staff. Furthermore, it will monitor compliance with the application of the Regulation on digital services by intermediary service providers in Romania.
The draft ANCOM Action Plan for next year can be consulted on the institution's website, and interested parties are invited to formulate and submit observations and proposals by January 16, 2026.
