Another EUR 150 million euros for photovoltaic, wind farms in Romania

Another EUR 150 million will be available, from mid-November, for the construction of photovoltaic and wind farms for agriculture and the food industry, Director General of the Agency for Rural Investment Financing (AFIR) Adrian Chesnoiu said on Tuesday at a specialist event.

"This is a programme that we have cared about very much and that today shows its effects, namely that of investment from the Modernisation Fund, money at the disposal of the Romanian government coming from the value of the certificates where we managed to break EUR 500 million in the first phase, in a first stage for agriculture and the food industry, in order to build photovoltaic or wind parks, but we did not have many requests for wind power. Photovoltaics, on the other hand, have been highly accessed for agriculture and the food industry, because cutting energy costs in an extremely fluctuating market or a very high pressure on price, especially in our country, makes the difference between the competitiveness of Romanian agri-food products and in a single European or regional market, as I said, and we are already at the second financing session concluded. We have put out for consultation the guide for the next session, which we want to launch in mid-November. Another EUR 150 million for our beneficiaries and, from session to session, we have seen how the interest of those who want to secure their own electricity self-consumption in the companies they own has increased," said Chesnoiu at the ZF Agrobusiness Summit 2025.

The applicant's guide to support investments in new renewable electricity production facilities for the self-consumption of agricultural and food industry enterprises was published on Tuesday in public consultation, in order to launch a new session for submitting funding applications.

According to a press release from AFIR, the public consultation for this funding line will take place over a period of 15 calendar days, from the date of publication on the website, namely October 16, 2025.

The eligible beneficiaries through the energy scheme are enterprises in the agricultural sector or food industry, legally constituted and registered with the National Companies Registry, as well as organisations in the field of land improvements.

Receiving funding under this support scheme are projects that aim to achieve new electricity production facilities for self-consumption (below or above 1 MW) from solar and wind sources, with or without storage.

The money come from the Aid Scheme for supporting investments in new facilities for the production of electricity from renewable sources for the self-consumption of enterprises in the agricultural sector and the food industry (energy scheme), under the Modernisation Fund managed by the Ministry of Energy. The administrator of this state aid scheme is the Ministry of Agriculture and Rural Development (MADR) through AFIR.
