The Ministry of Development, Public Works and Administration (MDLPA) is financially supporting the reconstruction of the block of flats on Bucharest's Calea Rahovei, that was mangled by the gas explosion that occurred last Friday, Minister Cseke Attila announced.
The Ministry has published as part of the decisional transparency procedure a draft emergency ordinance that covers the financing programs for building retrofitting. The National Program for the Bracing of High Seismic-risk Buildings, which allows for the financing in full of design and execution works for apartment blocks, expressly provides for the possibility to include apartment buildings affected by disasters triggered by accidental actions or technical accidents.
According to the minister, these buildings are highly vulnerable even to small magnitude quakes, and the legal framework needs to be set in place for financing their demolition and the construction of a new building, as well as for covering the expenses with the necessary studies and design.
The government-funded building retrofitting program currently includes only works on existing buildings, not also demolitions and new constructions, which is why a modified legal framework is needed, Minister Cseke said.
For the Calea Rahovei block of flats to be included in the program, both the technical experts' report by licensed mechanical and structural engineers, as well as the report of the Emergency Management Inspectorate General determining the cause of the accident are required, the MDLPA specified.
Due to the different legal status of the buildings constructed under the program, ownership will be transferred to the state and subsequently allocated to the administrative-territorial unit in whose jurisdiction they are located, based on an agreement with the MDLPA. Upon request, the newly built homes will be leased to the former owners for the duration of their lifetime, and may also be rented to their underage heirs for a maximum period of 20 years. Additionally, the option to purchase the property will be available should the former owners express such intent
The regulatory act released as part of the decisional transparency procedure also extends the implementation period for the national investment programs "Safe and Healthy Schools" and the one for the seismic retrofitting of the "Mihail Cantacuzino" hospitals until 2028, compared to 2025, as initially planned.
