The merger of localities in Romania is very difficult to regulate, Prime Minister Ilie Bolojan said on Friday, arguing that, instead of the current legislation, which is based on referendum, simpler mechanisms should be created.
The Prime Minister was asked, on Europa FM, about the initiative initiated by two communes in Satu Mare county, Beltiug and Socond, to unite.
"Let's see that such things happen. That means there are stable majorities that propose organizing referendums in each locality, that means that the referendum passes in each locality, which is not very simple. The merger part in Romania, today, is, from my point of view, very difficult to regulate, we should get to the situation where we create some very simple mechanisms, in which, for example, if you have a border with a city or a county seat municipality, you can become a district mayor's office, I don't know, two electoral cycles, so as not to upset things, after which things close. If you enter into financial insolvency, you can stick to the most important commune, in such a way that we simplify the mechanisms. As long as we leave referendums by law (...) it will be very complicated," Bolojan said.
He explained that, as mayor, he attempted a merger with a commune in the metropolitan area and failed, due to low voter turnout in Oradea.
"I held two referendums as mayor and it was very difficult to explain that if we unite two localities there will be a development mix between the commune of Sânmartin and the municipality of Oradea and I did not manage to vote in Oradea. (...) We had to have at least 30%, so over 50,000 citizens, there were 28.5%. 3,000 people were absent, even though 99% of those who voted voted 'Yes'," Bolojan mentioned.
