The government adopted on Thursday a memorandum setting forth a set of institutional measures to ensure the active cooperation of central public institutions with the Authority for Romania's Digital Transformation (ADR) with a view to implementing Robotic Process Automation (RPA) solutions (software process automation) with at least 18 central public institutions until the fourth quarter of this year, the government said in a release, agerpres reports.
This is an investment financed under the National Recovery and Resilience Plan (NRRP), Component 7 - Digital Transformation, Investment 18 - Digital Transformation and the adoption of public administration work process automation technology, worth over RON 73.2 million, VAT excluded (the equivalent of EUR 14.9-plus million), to which about RON 15.3 million add (the equivalent of EUR 3.1 million) representing the non-eligible VAT amount.
For implementation efficiency, the memorandum provides for an extension of the implementation period of the financing contract until August 31, 2026 from December 31, 2025; the service contract for RPA-type robotic work processes has an implementation period of at least 12 months. A second measure proposed refers to providing approximately RON 16 million (approximately EUR 3.26 million for an EUR/RON exchange rate of 4.9055, according to the applicant's guide) from the state budget or other sources, of which approximately RON 15.3 million in VAT related to the investment, the statement explains.
The central public institutions envisaged by this investment are required to cooperate with the Authority for Romania's Digital Transformation by designating an institutional contact point for the implementation of RPA; providing information, processes and access to the necessary IT systems; engaging in the solution analysis, configuration, testing and validation; keeping to the implementation schedule established by the ADR. (The end beneficiaries shall bear all the costs arising in the event of failure to fully implement the project according to the schedule.)
The Government's Secretariat General, the Ministry of Economy, Digital Transformation, Entrepreneurship and Tourism, and the Ministry of European Investments and Projects are tasked with providing the necessary institutional support in this process, so as to sort out potential administrative blockages.
