Ciolos: We are seeking solution to preserve your imagination, avoid your excessive bureaucratisation

Prime Minister Dacian Ciolos on Monday talked to the 20 GovITHub fellows who will work on improving efficiency of Romania's public administration, telling them that it is important for them to get integrated with the system as soon as possible without undergoing heavy bureaucratisation.

"I wanted to meet you now, after a few days when you've got somehow accustomed to how things are going on here, so that we may have an open discussion related to the projects you undertake to conduct in the months to come, during the six months when you work here with us, under your fellowships, to seek the most efficient way for your getting connected to the partners in the administration with whom and for whom you will be working without us subjecting you to excessive bureaucratisation, meaning seeking a way that will preserve your power of imagination, creation, opinion, your views on certain things, while at the same time getting you well connected to the reality of administration to see really and pragmatically what can and what cannot be done of what you have imagined," Ciolos told the fellows at the Government House.

He also urged the fellows to consider more projects in addition to 12 they have chosen for implementation and in doing so to take into account proposals from agencies and ministries.

"Some of you have already chosen projects on which to work out of the 12 you unveiled yesterday, most of which came from your wish, your perception over the usefulness of certain things that have to be done. We have more proposals coming from ministries and agencies that we will ask you to please consider. Adding to the 12 projects on which you have started work would be other projects we select for you to be able to undertake in the next six months," said Ciolos.

He added that he would like the fellows to get accustomed as soon as possible, so that they may use the remaining time to create something useful.

"We have had the experience, so to say, of a predecessor of yours because we have such an IT expert at the Environmental Ministry who worked on improving the Forestry Radar who came here with ideas that he adjusted for the realities in the administration, the ministry, after seeing what he could and what he could not do, after seeing how to channel his energy in the most efficient way. That is what we want to do with you, and I would like you getting accustomed and embedded with the administrative departments where you will be working in partnership to be as short as possible so that you may use your rime to create something useful," added Ciolos.

Over 100 young IT specialists convened on Saturday and Sunday at the Government House for a GovITHub digital marathon to develop software applications and solutions to improve quality of public services and improve citizens' relationships with public organisations.
