Concordia Employers' Confederation ask government to postpone implementation of e-VAT system

The Concordia Employers' Confederation asks the government to postpone the implementation of the e-VAT system, and the Ministry of Finance to organize consultations with employers' and professional organizations in the coming period.

"The Economic and Social Council gave a negative opinion on this project last week, in the absence of a reasonable time for analysis, but this opinion was ignored. We found out about this project a few hours before it was approved. It is abnormal and we ask the government to stop adopting such measures without consulting us and without preparing them properly," said the executive director of the Confederation, Radu Burnete, quoted in a press release sent to AGERPRES on Wednesday.

He said that the employers support the digitization of the National Fiscal Administration Agency (ANAF), but this process "is not allowed to mean an additional bureaucratic burden for taxpayers."

"All the problems with the e-invoice and e-transport have not yet been solved, but e-VAT and e-invoice companies to individuals are already being added, with unrealistic implementation deadlines. We do not dispute the necessity of this system, but the way it was prepared, without consultations and adopted overnight, to which is added the absurd request of ANAF that taxpayers should also make verifications and be responsible for them. We digitize, but we maintain the bureaucracy that we want to get rid of, and for us it is not acceptable," said Radu Burnete.

The Executive approved, during last Friday's meeting, at the proposal of the Ministry of Finance, a series of pieces of legislation, which regulated the implementation of the pre-filled RO e-VAT return and the governance mode related to the attributions of the authorities involved in its management.

The RO e-VAT system is implemented on August 1, 2024 for operations carried out starting with July 1, 2024 by VAT-registered taxable persons and is transmitted, for each reporting fiscal period, through the SPV (Virtual Private Space), until the 20th inclusive of each month following the end of the fiscal period.
