The National Federation of Culture and Press Unions "CulturMedia" requests the withdrawal of the provision regarding the reduction of the allowance for the scientific title of doctor and its maintenance at the current level of 950 RON gross.
The announced reduction to 500 RON gross in 2026 would actually mean approximately 293 RON net. For a museum or library employee, this translates into a loss of approximately 200 RON net per month from an already modest salary. In a sector characterized by chronic underfunding and lower incomes than other budgetary areas, this reduction is not symbolicit is felt directly in the family budget. The allowance of 950 RON has been capped for years, although the law sets it at 50% of the gross minimum wage. It has not evolved in line with the increase in the cost of living and does not reflect the actual level of qualification and responsibility. We are not talking about a privilege. We are talking about minimal recognition of the highest form of academic training," the "CulturMedia" Federation said on Friday.
The Federation calls for genuine consultations with social partners before adopting any measures that would impact museum and library staff.
The organization also points out that the media is a vulnerable sector, characterized by low wages and marked instability.
"The Romanian press is going through one of the most difficult periods in its recent history: affected by severe underfunding, economic pressures, political interference, and, increasingly, the disruptive impact of artificial intelligence on the labor market. In a context marked by hybrid threats, disinformation, and information warfare, the professionalization of the press and the fight against fake news must be a strategic priority for governments. The financial weakening of journalists and media professionals does not strengthen democracy, but rather makes it more vulnerable," the union federation emphasizes.
According to the organization, "culture and the media are essential infrastructures of a democratic society, producing knowledge, memory, information, and social cohesion, and treating them exclusively through the logic of budgetary austerity is a strategic error."
The "CulturMedia" Federation announces that it will use all legal and trade union instruments "to prevent this regression and to protect the professional dignity of those who keep culture alive."
