Dr Horatiu Suciu: New Heart Institute in Targu Mures to be completed by end of PNRR

The head of the Cardiovascular Surgery Clinic at the Institute for Emergency Cardiovascular Diseases and Transplant Targu Mures (IUBCvT), Dr Horatiu Suciu, said that the city's new Heart Institute will be completed before the expiry of the National Recovery and Resilience Plan (PNRR).

Horatiu Suciu referred to the project "Construction of a Cardiovascular Surgical Centre at the Institute for Emergency Cardiovascular Diseases and Transplant Targu Mures - New Unit", worth over 770 million lei excluding VAT, financed through the PNRR.

"Construction projects inevitably come with both rewards and challenges, as well as sacrifices. What I can say is that this has been an extraordinary effort. The building permit was issued in April last year, so less than a year ago there was nothing on the site, and now the cardiovascular hospital is about 80% complete. The structure is fully erected, and work is progressing rapidly on interior finishes and installations. This is the most difficult stage, but overall construction stands at around 80% and we are on schedule. The less positive aspect is that time is very tight, and progress is sometimes uneven, but we remain on track and are pleased with that, because by the time the PNRR ends, the hospital will be ready," Suciu told reporters.

According to the IUBCvT representative, the medical equipment has been tendered and contracts have been signed.

"This is an excellent outcome, especially considering that procurement procedures of this scale are often subject to appeals. Fortunately, contracts have been signed and deliveries will be on time. The key challenge is ensuring that all installations — such as fluid systems and medical gases — are ready so that the equipment can be commissioned. Coordinating the teams delivering the equipment with those handling construction is not easy, but so far we are satisfied. There are less than four months left until completion," he added.

Suciu also said that relocation to the new building is expected to take place this year, providing both patients and medical staff with conditions that meet modern standards.

The manager of the institute, Dr Marian Ciorba, said the project is expected to be completed by June 30, 2026.

"We estimate that the project will be completed within the PNRR deadline. If no unforeseen issues arise, we believe that by June 30, 2026 we will be able to say that the project has been finalised. The new medical facility, with 184 beds, will offer improved conditions for patients, doctors, and both medical and administrative staff, and will enhance operational efficiency," he said.

The contract for design, construction and technical assistance was signed in June 2024 between the Con-A Operations - Medicare Engineering consortium and the institute.

Site preparation authorisation was issued on November 19, 2024, the building permit was obtained on February 19, 2025, and construction began in April 2025.

According to the institute, the overall investment — including construction, medical equipment, furnishings and digitalisation — amounts to approximately 770 million lei excluding VAT.
