The Emergency Management Department (DSU) is the binder that unites all components of the emergency system in a joint, coherent and professional effort, Minister of the Interior Catalin Predoiu declared on Thursday, on DSU Day.
"In 2014, Romania took a decisive step in modernizing the way it manages emergencies by creating the Emergency Management Department. Conceived as a strategic coordination structure, the DSU integrated into a unitary framework services that until then had acted separately, laying the foundations for a solid national prevention and intervention system based on a single command, interoperability and inter-institutional cooperation," Predoiu stated, according to the Ministry of the Interior's website.
He emphasized that integration under the coordination of the DSU has fundamentally changed the way the Romanian state manages critical situations.
Predoiu also noted that the Emergency Management Inspectorates, Ambulance services, Mobile Emergency, Resuscitation and Extrication Service crews, Interior Ministry aviation, Emergency Reception Units, mountain and speleological rescue structures, local public administration authorities, as well as volunteers, now operate within a common operational framework.
"This integrated model has reduced fragmentation, eliminated overlaps and increased intervention efficiency, providing a coherent and rapid response for the direct benefit of the citizen. At the same time, the DSU works closely with other structures of the Ministry of the Interior, including the Romanian Police and the Romanian Gendarmerie, ensuring efficient coordination and interoperability at national level in all critical situations," Predoiu pointed out.
He mentioned that an essential element in consolidating this system has been the use of European funds for major investments. Through EU programs and financing mechanisms, Romania has made strategic purchases of special vehicles, ambulances, aircraft, intervention equipment, communication systems and critical infrastructure. These investments have meant not only equipment, but also increased interoperability with European partners and alignment with common operational standards, Predoiu added.
"In parallel, the DSU has established itself as an active actor at European and international level. Romania participates constantly in the European Civil Protection Mechanism, in international exercises, support missions and solidarity operations, providing assistance to states affected by disasters and receiving, in turn, support when the situation requires it. The DSU also coordinates transfers of critical patients to clinics abroad, ensuring access to complex treatments and saving lives," he mentioned.
The minister added that digitalization has also brought essential tools for the protection of the population: the DSU mobile application and the RO-ALERT system, which contribute to real-time information and warning, increasing prevention capacity and the degree of self-protection.
"Operational capacity has been constantly strengthened through investments in special vehicles, ambulances, rescue equipment, air interventions and critical patient transfers - all integrated into a coordinated system capable of responding quickly and efficiently even in the most complex situations," the minister continued.
Predoiu noted that the DSU has coordinated the national response to major crises - from natural disasters and mass accidents to the COVID-19 pandemic and the management of the flow of Ukrainian refugees - demonstrating that integration, investments, international cooperation and collaboration with all Ministry of the Interior structures are the key to resilience and real capacity to protect the population.
"Today, the DSU is more than an institution: it is the binder that unites all components of the emergency system in a joint, coherent and professional effort. Through integration, collaboration with the other structures of the Ministry of the Interior, intelligent use of European funds and active involvement at international level, the DSU remains an essential pillar of national security and life protection," Catalin Predoiu underscored.
