The gambling industry has a huge economic force, which needs a more rigorous legal and fiscal regime, which ensures a legal, stable, competitive and predictable climate, considers the Minister of Finance, Marcel Bolos.
"Gambling reform: an imperative. The Ministry of Finance has published an OUG (Government Emergency Ordinance) that will be approved by the Government of Romania, to ensure that the resources from gambling are properly managed," the minister wrote on his Facebook page, agerpres reports.
At the same time, all operators will be compelled to have their fiscal headquarters in Romania and to pay taxes and duties here.
According to a draft Emergency Ordinance regarding the organization and exploitation of gambling, published on Tuesday evening by the Ministry of Finance, the licensing and authorization fees of gambling organizers in Romania will be increased, which will have a positive influence on the growth revenues collected at the state budget up to 40%. For the rest of 2023 and 2024, it is estimated that the revenues collected at the state budget will reach 583.4 million RON.
According to the source, the organization and exploitation of gambling activities on Romanian territory constitutes a state monopoly, and the Romanian state has the exclusive right to decide the conditions under which an economic operator has the opportunity to carry out such an activity on Romanian territory, establishing which are licensing and authorization conditions.
