Former Minister Razvan Cuc, pre-trial detention for 30 days

The Bucharest Court decided on Wednesday to pre-emptively arrest former Minister of Transport Alexandru-Razvan Cuc for 30 days, in a case in which he is accused by the DNA of having brokered a bribe of over one million lei for the general director of the Romanian Automobile Registry (RAR).

The same decision was made in the case of businessman Catalin Daniel Buse.

Prosecutors claim that, during September, the Romanian Auto Registry Autonomous Administration launched a public procurement procedure worth approximately 23 million RON including VAT, aimed at ensuring the maintenance of vehicle technical inspection and diagnostic equipment.

Between September and November, with the help of Razvan Cuc, businessman Catalin Daniel Buşe allegedly promised the general director of RAR, Mihai Alecu (whistleblower in the case), as a bribe, a percentage of 6% of the total value of the framework agreement, which was to be renewed between RAR and the company Euro Quip International SRL, of which Buse is the administrator.

Răzvan Cuc and Daniel Buse allegedly promised the respective amount during several meetings or conversations with the general director of RAR, so that he would take the necessary steps for the preferential designation of the members of the evaluation committee of the offers submitted by the participants in the public procurement procedure, as well as for signing the contract with the company managed by Buse, in the shortest possible time.

Prosecutors also say that Daniel Buse allegedly promised the RAR general director that the money would be paid to him in installments, at intervals of approximately 3-5 months, with the first installment to be in the period leading up to Christmas.
