Social Democratic Party (PSD) MP Alexandru Rogobete, a former health minister, is asking caretaker Prime Minister Ilie Bolojan to urgently supplement, from the Reserve Fund at the disposal of the government, the amounts allocated to the Ministry of Health and the National Health Insurance House so that hospitals and the emergency medical system do not collapse.
Rogobete said at a press conference on Wednesday that "the financial imbalance in the health system is getting bigger and bigger."
"Yesterday I discussed with a number of hospital managers, university hospitals, county hospitals, but also smaller hospitals. The emergency reception units, unfortunately, do not have materials left until the end of the month. In many hospitals, and here I would also like to mention, in the last 10 years, no materials have been removed from the reserve stocks for calamities, for their use in emergency reception units. Also, this morning it was reported that 17 county ambulance services no longer have funds for fuel. They end at the end of the month, and it is imperative that the budget revision can take place as soon as possible. Over the weekend I visited hospitals in Hunedoara County, but also in Prahova County and everywhere there is this generalised problem," said Rogobete.
He added that "the biggest problem is that it overlaps with a substantial decrease in funds in the area of anaesthesia - intensive care, for the national programmes of priority actions."
"More precisely, patients admitted to the ICU, stroke patients, patients with acute myocardial infarction, polytrauma, severe burns, all these programmes are affected by the lack of revision. I am publicly requesting that the dismissed government and the dismissed Prime Minister Ilie Bolojan urgently supplement, from the Reserve Fund at the disposal of the Government, the funds of the Ministry of Health and the funds of the National Health Insurance House so that the hospitals and the emergency medical system do not collapse," said the Social Democrat.
Rogobete said that "the situation is serious, unprecedented" and "must be taken and treated seriously, because this time the shortages are seen inside the hospitals."
He gave as an example the C.C. Iliescu Institute in Bucharest, the largest institute of cardiovascular diseases and heart transplantation in Romania, where the National Health Insurance House, for the month of September, for the largest programmes, of open cardiac surgery and other procedures specific to the heart, did not allocate a penny.
"What is happening is unprecedented. Starting Friday, the C.C. Iliescu Institute in Bucharest will stop elective interventions and will treat only emergencies and those until stocks run out," Rogobete said.
According to him, the Ministry of Health has not given any answer in the last two weeks, since this crisis began.
"You all remember how the president of the National Health Insurance House, two weeks ago, was on TV and said that everything is fine, that there is no problem and that this drug crisis is actually an invented one. Two weeks later, the healthcare system is screaming - and rightly screaming - because they no longer have anything to treat their critical patients urgently," Rogobete said.
He considered that "this crisis can be solved today if Prime Minister Ilie Bolojan allocates, from the Reserve Fund at the disposal of the Government, dedicated amounts for the ambulance service and emergency reception units."
"Budget revision would take time. The fastest - for the acute problem to be solved - is the allocation from the Reserve Fund. We can't wait any longer, because a revoision is not done overnight and that it takes at least a week, if not longer. Or, if the hospitals do not receive funding as soon as possible, this week or at the beginning of next week, they will not have time to purchase the materials. Think that, even if the budget sheet is allocated today, until the materials are ordered, until the orders are placed, until they are delivered, it takes a few more days, so there is no time for political discussions and political plans and nothing. In the field of healthcare, we urgently need a quick allocation from the Reserve Fund," Rogobete said.
