Romanian citizens, men and women, aged between 18 and 35, will be able to request the Ministry of Defense to voluntarily participate in a basic military training program, according to a draft law that is on the agenda of Thursday's Government meeting.
The training program will last up to four months and can be followed by those who have not completed active military service or in reserve.
Enrollment in the program will be based on a commitment signed on one's own responsibility, through which the applicant, declared fit following a selection process, consents to complete the military training program.
During the program, the soldiers/volunteers on active duty will benefit from free accommodation, equipment and food rights, medical assistance and medicines, as well as a monthly allowance, similar to those of active duty soldiers. They are also subject to the provisions of military laws and regulations.
Citizens who have completed the basic military training program receive an allowance representing three average gross salaries used to substantiate the state social insurance budget for the year for which the payment is made.
The military centers record them and place them in the operational reserve. The maximum number of places available for military training as a voluntary soldier/enlisted person on a term is approved annually, by order of the Minister of National Defense, depending on the approved funds.
The draft law amends and supplements Law No. 446/2006 on the preparation of the population for defense.
Also on the agenda of the government meeting is the draft law on Romania's national defense, necessary in order to "harmonize" the regulatory framework in the field, but also to approach national defense in the context of collective defense within NATO and the Common Security and Defense Policy of the European Union.
"The solutions envisaged by this draft law comprehensively define national defense. Also, new approaches to relations specific to the defense field have been introduced, at both the conceptual and institutional levels," the explanatory memorandum states.
According to the draft, in case of threats or dangers that may affect the sovereignty, independence or national, unitary and indivisible character of the Romanian state, until the establishment of a state of emergency, a state of siege or the declaration of mobilization or a state of war, public authorities and institutions shall gradually implement appropriate measures according to the areas of competence established by the organization and functioning legislation.
"The Romanian Parliament approves the employment of military and non-military capabilities on the territory of the Romanian state or outside it, to counter hybrid threats, at the proposal of the President of Romania, after consulting the Supreme Council for National Defense," the draft also states.
The executive is also set to adopt a draft emergency ordinance on the manufacturing, repackaging and marketing of plant protection products in Romania. According to it, plant protection products will be used only by trained and certified professional users.
The marketing and use of plant protection products shall be carried out under safe conditions, so that the associated risks are reduced to a minimum.
The draft establishes sanctions applicable in case of non-compliance with the rules regarding the manufacture, repackaging, marketing, import, export, use and provision of services with plant protection products on the territory of Romania, which must be "effective, proportionate and dissuasive".
Based on a government decision, Romanian citizenship is to be granted to American basketball player Russell Daron, currently residing in the United States of America, Pennsylvania.
"Daron, through his development and exceptional sporting value, is in the attention of the Romanian Basketball Federation for participation in international competitions, continental championships, World Championships, international tournaments," the explanatory statement states.
