Gov't approves IBRD loan of up to EUR 300 million for energy projects

The government adopted on Thursday a memorandum approving Romania's taking out a loan of up to EUR 300 million from the International Bank for Reconstruction and Development (IBRD).

The money will be used to finance the National Integrated Plan in the field of Energy and Climate Change (PNIESC), under which Romania's strategic priorities in the field of energy will be substantiated and achieved.

"The National Integrated Energy and Climate Change Plan (PNIESC) 2021-2030, pledged by Romania in relation to the European Union and submitted to the European Commission, includes Romania's commitment to participating in the achievement of the European objectives for the 2030 framework, as well as the long-term objectives, specifying the contribution of the Romanian state to achieving the targets set at EU level in the field of reducing greenhouse gas emissions, of the use of energy from renewable sources and of the integration of energy efficiency at the centre of economic policies," according to a press statement released by the Executive.

The programme will support regulatory actions that facilitate investments, including in the national sustainable heating and cooling infrastructure, as well as strengthening the capacity of the Ministry of Energy to implement state aid programmes in the field of energy.

"In the context of the targets set by Romania at European level regarding the increase in the share of energy from renewable sources, at the same time as the closure of coal-based facilities, as well as the growing challenges in ensuring the sustainability and security of the national and regional energy system, and taking into account the reforms, objectives, investments and targets set by Romania's Energy Strategy 2025-2035 and by the National Recovery and Resilience Plan, the Ministry of Energy has prioritised their implementation, at the same time as investments in increasing the administrative capacity for substantiating and implementing reforms and impact strategies, as well as for the preparation and implementation of funding programmes for the energy sector," the release reads.
