The Government meets on Friday in a sitting to discuss several normative acts targeting, among other things, changes in the fiscal-budgetary area, the setting of the maximum ceiling for expenditure on service housing, as well as accommodation and travel expenses of prefects and deputy prefects for this year, but also measures to promote the production of biomethane.
The draft emergency ordinance amending and supplementing certain normative acts in the fiscal-budgetary area provides for measures to reduce the risk of non-payment of excise duties and VAT owed to the state budget by economic operators carrying out activities in the area of marketing excisable products, predominantly energy products.
The normative act mentions, among other things, that the conditions for obtaining the certificate for wholesale distribution and marketing of alcoholic beverages, processed tobacco and energy products - petrol, diesel, kerosene, liquefied petroleum gas, fuel oil and biofuels - will be established by joint order of the president of the National Agency for Fiscal Administration and the president of the Romanian Customs Authority.
Another draft emergency ordinance amends and supplements certain normative acts in the energy area, in view of promoting the production of biomethane, establishing legislative measures to facilitate its production, injection, transport and marketing. The obligations and rights of biomethane producers are set out, as well as the technical and financial responsibilities related to the injection of biomethane into natural gas transmission and distribution systems, its marketing, access and connection to natural gas networks, as well as the operational relationship with system operators, in accordance with the specific features of this activity.
The Government will also discuss a draft decision providing for the increase of the amount allocated for compensating the owners of properties located on the site of the public utility work of national interest aimed at maintaining and developing capacity at the Tismana I quarry, Gorj County, to 5,000,000 tonnes per year of lignite.
The Executive's agenda also includes dismissals and or appointments of prefects and deputy prefects, as well as a draft decision for each position of prefect and deputy prefect respectively, establishing the maximum ceiling for expenditure on service housing, accommodation and return travel between the municipality where the prefect's institution is headquartered and the locality of residence.
The Government's Legislative Programme for 2026 will also be discussed at Friday's meeting.
