Hanwha Aerospace allocates 1.3 billion euro to strengthen Romania's sovereign defence capabilities

Hanwha Aerospace Romania has presented an industrial package worth 1.3 billion euro, aimed at strengthening Romania's sovereign defence capabilities and positioning the country as an important centre for production and innovation in the European defence industry, a company release announced.

"The initiative goes beyond a transactional procurement model, focusing on long-term localisation and technology transfer to support national defence priorities and Romania's industrial development. The 1.3 billion euro package is structured around two complementary pillars: direct industrial investments and long-term investments in technology and capabilities. Together, the programme is estimated to generate 14.4 billion euro in total economic value, supporting over 9,400 direct and indirect jobs over the next decade, mainly related to the production of K9 self-propelled howitzers, K10 ammunition resupply vehicles and, potentially, Redback infantry fighting vehicles," the release mentioned.

The direct investment component focuses on developing domestic production capacity, including infrastructure, manufacturing facilities and integrated technology transfer, in order to create a sovereign defence industrial capability in Romania. This includes establishing integrated production and testing facilities, supported by local engineering capacity and industrial know-how.

Furthermore, a "Made in Romania" drone programme will be launched, an industrial hub for unmanned ground vehicles (UGV) will be established and the production of medium- and long-range missiles will be localised through structured technology transfer and joint venture partnerships.

In parallel, the second pillar targets long-term investments in technology and capabilities, focusing on research and development, future systems and innovation, supporting Romania's growing role in European cooperation in advanced defence technologies.

Hanwha Aerospace Romania has already obtained the necessary regulatory approvals to proceed with the investment, including foreign direct investment (FDI) authorisation from Romanian authorities. The company's local industrial presence and operational structure are also aligned with the eligibility requirements of the European SAFE (Security Action for Europe) instrument, the release mentioned.

According to the quoted document, the recent inauguration of the Hanwha Armoured Vehicle Centre of Excellence Europe (HACE Europe) marks an important milestone, not only as a new production unit, but also as a symbol of a long-term industrial partnership and localisation in Romania. The HACE Europe facility is designed to support the production, integration, testing and maintenance of advanced land systems, creating a solid foundation for the development of industrial capabilities and cooperation in Romania and at European level.
